Doctorate Description: This research explores the development of an effective civil-military coordination mechanism for health response during urban disasters in Kuala Lumpur. It aims to examine the current coordination structures, identify operational gaps, and propose a practical framework that enhances interagency collaboration between health services and military support units. The study will adopt a qualitative document analysis and field-based case study approach, focusing on lessons learned from past incidents and existing national SOPs. The findings are expected to improve disaster health readiness, reduce duplication of roles, and strengthen the integration of military resources into civilian-led health operations.
